This is consistent with later on, when Batman needs Nightwing and Robin to take him on, in Infinite Crisis.
His superhuman stats make up for his inferior skill.
I'm not up for playing the skeptic for this right now, and I see the logic behind it.

Caps superhuman when it comes to real life, but so is batman. No one is debating about Cap's physical superiority to Batman. This is obvious. It's just that Cap is not that much physically superior over Batman since both can hurt each other with their attacks very much, especially Bat's with his pressure points. Bat's still have the slight skill advantage.
Cap wins a slight majority.
Physically, Batman is as strong, tough, fast, agile, etc as HE can be, Cap is as strong, tough, fast, agile, etc as a Human Being can possibly be. Bruce is at HIS own physical peak, Cap is at Humanitys physical peak. Yes, Cap is stronger, tougher, faster, more agile, and overall physically superior to Batman, this honestly shouldnt be in question.

Neither Captain America, or the grappling hook are tethered to the car. He was standing unrestrained in the back seat of a convertible, if anything the car was detrimental to success of the feat.
Go stand on the roof of your car while someone drives it for you and then throw a grappling hook at something. When you wake up out of your coma in a couple of years see if you can report back the success of your mission.
