Im not refering to him buidling stuff or knowing other shit. In the context of this thread im assuming smarts means tactics in general and tactics in h2h. Just because he can build robots doesnt mean hes tactically smarter or smarter at martial arts.

I'm here to settle this.
When I first started training in martial arts many years ago, I asked my sensei what was most important in a fight; experience, physical attributes, or fighting spirit. He said experience can carry you very far, but fighting spirit is important. He quoted saying "Experience should fear youth." Since that time, I've come to completely understand and agree with this.
In the area of experience, Captain America hasn't just been beating up bank robbers and super villains. He was fighting wars with no weapons other than his shield and his perfection.
Captain America is much older than Batman(although technically only chronologically and not actual functional age) and it's right to assume he has much more experience than Batman.
In experience in the sense of fighting knowledge acquired, they are equal, in that they have both grasped the art of fighting to the likes of Musashi and Huo Yuanjia.
They have both boldly taken on high-tier super-humans and come out no worse for wear. They both have experience in battling people vastly superior to themselves in combat. In this, we can assume that physical attributes count for nothing in a fight with these two. I'm no grandmaster of martial arts like these two(yet, give it time), but I've very good, to the point where physical attributes count for (practically)nothing against me. Even my sensei didn't bother to mention what affect strength, speed, and agility have in combat. Outside of experience and spirit, technique and timing trump all. In this, Batman and Captain America are equal.
In fighting spirit, Batman is die-hard and Captain America has been forged in wars. Same as before though, they both know the taste of defeat at the hands of super-humans, and as such both know how to amp their spirits to face(not necessarily meet) the challenge. In this they are equal.
The final ruling of the Master Court(*gasp* that's ME!), Captain America wins.
Batman is to be respected, but Captain America has been fighting wars since he came of age and volunteered to serve his country with the aid of the super soldier serum. Batman is formidable on his worst day, so if it's just an exhibition, either way with no hard feelings. But if there were a huge crisis that depended on a decisive winner, Captain America.
