There's really no way to compare who's a better fighter as both have been shown to be the top in their universes.
That aside. Cap wins. That fact is, his shield is a shield, not a smoke bomb, flash bang, sleep gas pellet, swiss army belt. He uses it to block attacks, and to clock people, the same thing he could do without it. Basically it means he has never needed more than one "gadget".
Meanwhile Bruce spends stacks of cash to develop his arsenal. Why? Because without them, there's no way he could bang with the big guys. Without them, he's a master martial artist versus a super soldier master martial artist. Their victories are comparable, too much so to make a call in that respect, so Cap's attributes(which tip-toe along superhuman) make the fight one sided in his favor.
Cap's not the gimmick badguys Batman is use to. Like Bane trying powerhouse style. Or Catwoman trying to pull the agile moves. Cap is perfectly balanced in all his techniques. You could say it's like Batman versus Batman on SSS. No gadgets and no shield, who would win? Plain ol' Batman, or super Batman(that'd be Cap). Cap wins.
Plus he stands for much more than takin it to mobsters and proving a billionaire can beat up Superman with the right toys. Cap stands for the unshakable American spirit. Batman stands for post-traumatic stress syndrome.

That aside. Yeah, intelligence has quite a bit to do with fighting. Strategy can come from many places. Something as simple as recognizing the style the other guy is using, or just picking up on his unique fighting behavior. You need a good brain for that shit. Anywho, Bat and Cap, equal fighters in terms of technique. But strategy; Cap INVENTED strategy, and, like all his other attributes, his intelligence is amped. That's on top of his awesome endurance, borderline super strength, speed, agility, and reflexes.
Without gadgets, Captain America obviously wins... Obviously.
