This is where the Hulk was taking full blast from cyclop. The beam doesn't seem to push him back. It causes burning of flesh and background materials.

* Cyke did not even remove his visor there, how did it became max power?
* the burning part: i think it's artist's portrayal... optic blast is heatless, concussive force... the fire and smoke is a result of, maybe... friction...

Well you might be right about burning on Hulk skin, Cyclop beam was suppose to push him back, maybe because of his mass. His skin burning off, maybe that the result of the beam pushing him back lolz. just a thought.
When scott said full power, maybe it was, but Hulk is Hulk nothing less

I don't think they can move at light speed since they seem to interact with the atmosphere (they dissipate after a while even if not hitting something solid). Now, if they moved at light speed it would be akin to an object with mass hitting the atmosphere at light speed each time he used them. BOOM! Since this does not happen it's more likely they move close to the speed of sound or thereabouts.

There are three factors you forget.
1. Protective suits.
2. Mutants are tougher than baseline humans. They are at least less susceptible to catch diseases (are immune to AIDS as I recall) so they might well be a bit harder to hurt physically as well.
3. Everyone in comics (also an average Joe on the street) is tougher than humans in real life.
