PIS is when something happens that shouldn't. If someone drafted an uber pacifist, it would be ok to argue that they wouldn't touch your teammates, and if someone is too stupid to understand attack strategies, a complex plan can be all but disregarded. CIS is in character, PIS is not. If you try to use PIS and someone calls you on it, the forum rules still apply. (PIS is to be disregarded)
So PIS won't get you penalized, but it makes you look bad, and the feats aren't any more valid here than they are anywhere else.
