There was no SeeD commander before Squall, right? If that is correct, as I believe you said it was, then that rank was created just for Squall. Since it was made just for him, it can't be used to show how awesome he is. Let's give an example.
I am an banana commander artist. Thats a new rank of artist I just made up now, specifically for me. No one else has ever been one, and it was made with my abilities in mind. Now, let's say I'm a pretty good artist. Maybe I'm the greatest artist, in fact. Even so, saying I'm a banana commander rank doesn't mean ANYTHING does it? Because it was made just now, right here, specifically for me.

SOLDIER is different. They have predetermined classes that you have to work your way into. So if a person is a SOLDIER first class, you know about their abilities based off of what it takes to get into that class, and who has been in the class previously and who is in it now.
But you can draw NO conclusions about Squall's abilities by saying he is a "SeeD Commander" because that was just made up, no different than my Banana Commander title.
Like I said earlier, saying 'Squall is awesome because he's a SeeD commander" Is the same as saying "Squall is awesome because he's Squall".

I think you're just avoiding the reason completely why he got the title and who gave him the title.
Did it say Sephiroth worked his way into the ranks anywhere? He was the original design that gave way to the idea of SOLDIER, every other SOLDIER after him was given lesser grade cells.
Squall worked his way through tough missions in just little time and Cid knew they needed a better leader for the garden under the cricumstances so he appointed someone who didn't like working with others, seemed pretty anti-social, but must have obviously been the best otherwise there were was once again as I said plenty of other choices.

Created, helped fund/raise fundraisers for, and led SeeD. An organization that can dispatch teenaged students who haven't graduated to deal with army invasions.
He also didn't promote Squall with the title headmaster seeing as he was still in SeeD and not relieved on his SeeD duties, even if Squall was rank A it didn't mean the entire garden would have to listen to him, the teachers would still probably have more power. ermm

Was Sephiroth the first soldier? If that IS the case then yes. That title means nothing to Sephiroth, if it were made just for him. Like you said, if Zack works his way up to Soldier First class, it WOULD mean something because there is already a set bar to pass. He would be compared to Sephiroth basically. But as far as Sephiroth is concerned, it's like comparing himself to himself. If the title was made solely for him, then it defines him and thus only really shows anything when placed on someone ELSE.

No. they were held up in the an old art museum and our only option was to erase the support structure and bury them and the brush with them. It'll take years to dig that thing out.

Was Sephiroth the first soldier? If that IS the case then yes. That title means nothing to Sephiroth, if it were made just for him. Like you said, if Zack works his way up to Soldier First class, it WOULD mean something because there is already a set bar to pass. He would be compared to Sephiroth basically. But as far as Sephiroth is concerned, it's like comparing himself to himself. If the title was made solely for him, then it defines him and thus only really shows anything when placed on someone ELSE.
Oh, but that means that none of the SOLDIERs Ranks meant something in general if they weren't never occupied by anyone at some point of the story, as you know, there were no SOLDIERs, just as there was no SeeD Commander in the Garden's case, until Squall earned the Rank by himself. So, by your definition, the first ones in reaching, or in this case, in occupying the SOLDIERs Ranks have no merits, that sounds more than logical. Yep.

The difference here, is that Squall DID something and worked up to earn it, thus he was placed over the rest in the Garden, he was pretty much below that, as he was just a SeeD candidate, might a remind you. No one had a problem with it either, as I said, Nida mentions that everyone in the Garden trusts and looks up to Squall. I would pay to Square-Enix to see a version of SeeD Tac in Final Fantasy VIII arguing with Cid about his decisions in his office! The only one complaining about it! 😆 Lmao. It says a lot about him to have surpassed everyone in the Garden. If there was no SeeD Commander before, it means no one had the potential to had that SeeD Rank, it does not matter if that Rank hasn't been applied to someone else before Squall, since Squall has worked his way up to it anyway, besides, that could be mean that no Rank has existend at some point, which is obvious in the first place. On the other hand, Sephiroth was just the project, he hasn't worked up to anything since he was the first in SOLDIER, the one born with Jenova Cells. The same with the first 3rd and 2nd Class SOLDIERs, whose began to be the first ones in being injected with Jenova Cells, they have no merits to have got there, their Ranks means nothing. Of course, Sephiroth being the strongest in the planet is irrelevant. I mean, that is the way your logic works, right? Cuz, it applies very well on Final antasy VII. 😐

He was obviously thinking about the situation and he knew they needed a new leader who would get the job done efficiently and without worrying about the consequences. It isn't like during that one conversation and announcement he just all the sudden got the idea that he wouldn't be able to lead the SeeD to kill Edea and decided "hey lets appoint the closest person as a leader and let them do it."
Basically the only thing I see you having a problem with is Squall got a new promotion and seeing as he was still a SeeD he needed a rank to signify it and because there were no succesors during the game the rank is apparently worthless, which is pretty dumb considering going by that then every person to be the first to reach some sort of new military rank or political position had something only meant for them, until someone new was appointed in their position, which is not true unless stated otherwise.

But he earned it. Don't you know what it means to earn something? He worked up to it, but without knowing, Cid saw talent in Squall, thus he gave Squall the Rank SeeD Commander. 🪩

That he surpassed the ones from the previous Classes, if I am not mistaken. However, we can conclude that Sephiroth's Rank means nothing, using your logic, of course.
