He's a poor mans mix of Sidious and Nihilus, without reaching what made either memorable villains.
He lacks Nihilus's gravitas and Palpatine's everything. It's a shame, too, since there were some great opportunities to take the concept of an ancient "Sith Emperor" beyond a desperate attempt to clone the franchise's ultimate villain and Nihilus.

To be honest what happened is that I think they were trying to somewhat recreate the success that Drew Karpyshyn found with his interpretation of the Bane character in his highly acclaimed and groundbreaking trilogy as a sort of amalgamation of the Sidious and Vader characters (only better; he credited Bane with all of Sidious's achievements and equipped him with far more stylish armor than Vader could have ever dreamed of). Of course, Drew being the highly in-demand writer that he is, was only able to work on a couple of the storylines in TOR so he wasn't quite able to give Vitiate the Bane treatment that people expected, leaving hacks like Matthew Stover and James Luceno to come in on short notice and provide the finishing touches.
I doubt that Vitiate's story will be ended in this manner. It is still in progress (correct me, if I am wrong about this).
SWTOR game existing storylines will continue until their associated playable characters will reach level 100 cap. These storylines have reached level 55 with the first expansion. So their is lot of room for expanding the stories of Vitiate and even Revan.
I doubt that the writers are done with these two important characters yet.
Swtor, obviously. Swtor is the new hot place to find ridiculous EU stuff.
