Years? No. In "Purge" Vader had barely even started his training with Sidious and he could still compete with these Jedi, even though they probably had planned this attack for maybe a month or two.
Anyway, Luke beat Vader, and, Vader is more powerful than Dooku.
Luke is faster than Dooku.
Luke is stronger than Dooku.
Luke practices (and is damn good at) a form that counters Makashi very effectively.
As far as force powers go, Luke has lifted, kept elevated, and moved around c-3p0 with no hand motions or appearent strain. He also performed a few mind tricks and effortlessly subdued two guards.

Physically yes. In terms of force powers Dooku is stronger and in terms of saber skill Dooku is stronger.

But Luke has never fought a Makashi user so he wont be able to know how to counter it. Anyway, Dooku practices (and has mastered/perfected) a form that is made for saber duelling. I am quite sure this gives him a significant advantage.

OMG!!! LUKE LIFTED A DROID!!!!! HE MUST BE ALMIGHTY!!! Dooku has shown us far better use of the force. I recall him ripping down a solid stone roof, choking and lifting Obi-Wan at the same time, then throwing him across the room while fending off Anakin, and blocking force lightning with his hands. This clearly shows that Dooku has better force mastery.

I like how George Lucas personally stated that Anakin / Vader is in his prime during ROTS and all later versions of Vader are weaker. I'm pretty sure that Vader in his suit won't be able to compete with Dooku. And Luke was only hardly able to overcome Vader. Given that fact Dooku would most likely defeat him.

Yoda is by far the fastest saber duellist we have seen in the SW movies and Dooku could compete with that speed.

Yes. This would give him the edge over somebody who had 8 decades of lightsaber training, perfected the "ultimate refinement of lightsaber vs lightsaber combat" and was able to defeat Council Members without any use of the force but only with his sheer duelling abilities, correct ? Nope.

Dooku brought a roof down, then the nice metal structure in AotC, he threw around metal stuff, used force lightning able to floor Jedi Masters and force choked Kenobi while backkicking Anakin like a ragdoll. Yes...Luke is totally a match for this in terms of force powers because he was able to lift C-3PO...
