As far as I know, while powerful, there has been nothing to indicate that Waverider is on the same level as Surfer. Whenever DC's top tier heroes are mentioned, you'll see the likes of Superman and Wonder Woman; never a mention of Waverider.
Surfer, on the other hand, is (arguably) Marvel's most powerful hero, or #2 just behind Thor.
Secondly, Waverider's very essence as a being of energy could also have made him more susceptible. While Surfer is a master of energy, he himself is not a being of energy. If anything, he is extremely solid thanks to that galactic glaze.

There is also nothing to indicate that SS is on the level of waverider. Waverider had a fairly prominent part in Zero Hour and has always been shown as powerful. He manipulates energy and time.
DD has beaten far too many energy wielders on SS scale. DD has been said to be weak to genetic manipulation...if he's dead. Otherwise, he's far too touch, durable, and adaptable for it to be of any use against him.
Energy levels under Imperiex don't even tickle him.

Waverider has shown many of Surfers abilities in very few appearances, plus he can manipulate anything to do with time on a whim. But he's never had a 60 issue run or so to flesh him out really. See what Av said above, there's nothing really to prove that Surfer's in his level either. Part of being a Linear Man is about NOT getting involved, but a few times they have.
The Raidiant was a cosmic energy being, and he unleashed a cosmic blast with force enough to destroy an entire planet on Doomsday, and Doomsday cut through the blast while he was unleashing it and tore him in half, killing him instantly.
Lets not forget he also dropped a Darkseid Avatar, [which have been beaten by other people, but mostly through plot devices, unlike Doomsday but on the same note, some have absolutely demolished teams of heros.].
Or killing Superman, who's feats easily place him in herald level.
