It does work like that when there are no contradictory low end feats to average against (or to make the actually average lower).
You are suggesting that if a new created character's feat in comics, who's only showing against a blast was of him tanking it, is not an average and thus doesn't count toward their forum power level. What's to average when there is nothing lower to average it against?
So if X character has lifted 1 million tons or more countless times and also lift 100 tons countless times then we are to average and say he can only lift 500,000 tons?
So if Odin currently gets blasted by 1000 heralds (one at a time) with no damage, does that make his average go down? If not then DD tanking lower blasts than the OE shouldn't make his average go down. If there is no contradictory evidence anywhere then he can simply tanked them all.
No blast damaged HP DD out of many that was shown to strike him. Most had more power output than average Surfer. So how should we assume Surfer can damage him? Aren't we suppose to use SS's average too. Hell Surfer on average doesn't even damage his peers well with his blasts. Just look at his fights with his peers.
