Obviously Surfer is going to fly around at a vast distance and open black holes everywhere and manipulate Doomsdays DNA -- even though we've seen more powerful people fail at manipulating Doomsdays system--and create more boards to blindside and fight close up while he stays at a distance.
Because if he fights anything like he does in the comic, he's going to be squashed like an insignificant insect.

Surfer gets general knowledge. That is that DD is a big strong brick (like Hulk). He does not know how strong or how fast DD is.
Surfer knew about a bunch of beings that was more powerful than him and yet started the fight blasting.

They fight in character, lol. Experience and personality is still intact. Surfer would fight Doomsday completely different than he would fight Superman. Superman would fight Darkseid different than he would fight Martian Manhunter. That's in character and it is a fact.

We don't do that. Characters in a thread are assumed to be fighting to win.
If Surfer fights Hulk, he is assumed to be fighting to win.
If he fights Doomsday, he is assumed to be fighting to win.
Not 'Oh, he'll go easier on Hulk than on Doomsday because Hulk is his friend'.
This is a forum fight, not a comic fight. And no, this does not mean powerset debating . You are just too stupid to realise this.

What this means is that people like the Surfer and Superman and so on will not use the full extent of their powers if it will endanger civilians. It doesn't, though, mean they will fight like idiots. . The character's personality is an integral part of the match and dictates how they will perform. This is the crux of the rules we've come up with. It doesn't come down to powers, it comes down to the man or woman that weilds them.
