Hmm, well it accelerates at a decent speed after the second rocket is ignited, and I would be lying if I gave you an exact figure. Its alot like a Space Shuttle honestly.
Ever notice how slow a space shuttle is when it takes off, it looks like it takes forever to move a few hundred feet, and you think, "how does that thing ever get into orbit" but once it gets going after a couple of miles up, nothings catching it.
A ICBM is the same way, only alot less exaggerated, (since it is smaller), I would say when the second engine ignites its moving around a couple hundred of miles per hour, steadily increasing in speed, after about of mile or so, it could be at full speed. But again, I would only be giving you my guess without doing any research, and I don't feel like doing any right now.

EDIT: Now that I think about it, A ICBM doesnt have as much Rocket power as a space shuttle, (since it is smaller) meaning less thrust.

Cap isn't THAT much slower than Spidey. Not enough to make Spidey completely dominate the fight. Case in point? Their two confrontations in the past. Not to mention Cap's comparable speed feats.
Cap is durable enough to take a couple hits from even a blood lusted Spidey. SHOULD he be, given his power set? Probably not. But then again, Spiderman shouldn't be able to take a single punch from the Thing given HIS powerset, but has done it before.
Cap is skilled enough to, apparently, bypass Spiderman's spidersense, and completely bewilder Spiderman.
In a hand to hand fight, Cap'd be able to cover at least 4-5/10.
In an all-out fight, that almost certainly drops to 0-1. Just due to webbing.

Well what happened in Amazing Spiderman is that, Cap threw his shield at Spiderman, Spiderman dodged and webbed it up....but thats exacly what Cap wanted him to do. It left Spiderman open for a nerve strike.

Can Cap hit Spiderman with his shield? In the fight where Cap made Spiderman grab his shield, it showed us Spiderman CAN grab it. Because if he couldnt, Cap could as well have attacked with it instead of using a different technique.
Fistfight is NO debate! Spiderman is 15 times as strong, end of story! Caps shield is the determining factor. Can he hit Spiderman, Spiderman is dead. But can he? Here is tyhe answer:
