Flash wins but there is no feat whatsoever that proves that the Flash has executed multiple IMPs in succession. But as B.A said the flash only needs one to conect to knock out the hulk.

There was a scan posted awhile back in this thread where Flash said that he could have used the IMP multiple times.

Can't believe this thread is still open. No way can Hulk beat Flash without PIS or CIS. Anything Hulk would try would always be in slow motion to Flash. Hulk could never tag anyone that fast.

World Breaker would still die. You can't break the world in half if you don't have the kinetic energy to do so.
