Regrettably...the Flash's been tagged more than a few times by opponents far slower than Hulk.And he also makes a lot of mistakes based on his impusive nature.

Here's another problem with that.
If you were to realistically steal all kinetic energy and movement from say subatomic particles....then you would also lose the ability to do any damage.
Physical damage results from atoms striking each other. If a set of atoms (Say flash's fists) were to strike another set that have had movement stolen from them, that object (Hulks face) would become literally undamagable and unmovable....unless movement was restored to it. And thats not only his molecules but the air molecules around Hulk would be frozen as well.
So yeah he could expend energy to steal Hulk's movement but once he did he wouldnt really be able to do any damage.
Its the same problem with time travel...people often freeze time and move objects around....horribly written. If freezing time/space were actually possible, no one could move around in it without phasing ability...or unless they were a spirit..etc.

But It's been mentioned a few more times beyond your post...just making a point that Flash would cease the ability to do any real harm to Hulk....if he stole his speed.
And Flash obviously can't keep that up indefinitely.

I don't see the Flash being able to hit hard enough to beat the Hulk but I can't see the Hulk ever hitting the Flash. Of course, he could do his sonic boom handclap but I suppose it will be argued that the Flash would outrun it and probably so. This fight just goes on and on.
