Inertia is part of reality so resisting that would involve resisting that as well.

My point was that even if Flash could completely and utterly steal all of Hulk's speed for a period of time, there is absolutely nothing he could manage to do to Hulk other than freezing him in place.
As I said, stealing all of the kinetic energy from molecules effectively would turn someone into a statue temporarily...but the statued person would take 0 damage while both the frozen persons atoms and the surrounding frozen air molecules can't recieve damage or harm whatsoever.
That would be like putting up a forcefield made of unbreakable adamantium around whatever is being frozen.
It takes active kinetic energy to damage anything physically.
