I read that issue. I dislike the continued practice (in this particular instance, perpetuated by stan lee, of all people) of having Galactus job just to give credence and "threat establishment" to some new character. The cosmic tribunal sounds too much like a celestial/living tribunal mixed hybrid in terms of judging civilizations/planets.
There was also a bad plot device in the end....adjudictator didn't do much more than what galactus has shown in his first few appearances. the main difference being that adjudicator showed up simultaneously around the earth instead of just here in nyc.

In fact, he even said Japsers had already twarted his abilities.

238 Jaspers > Merlyn.
616 Jaspers >>> Merlyn.
238 Jaspers lacked 616 Jaspers' invulnerability.
