He is Omnipotent, to a certain degree.
What I mean is until someone more powerful enters his realm.
He's Omnipotent in comparison with every other animate, in-animate object residing/inhabiting his realm.

A Cosmic Containment Unit REMAKES the Omniverse
Arnim Zola (servant of Baron Zemo) and Augur of Another Multiverse (servant of Crescendo) have been collecting fragments of a Cosmic Containment Unit that had shattered into separate locations.
They're gathering the fragments for their masters the "First Ones" (Zemo and Cres) so they can re-write Reality in their image.
"Will the pieces we have be enough to initiate the Multiverse Interlock?"
"Our employers could begin the Multiverse Merging with the Fragments we have"
(it's not even a Complete Cube yet)
This is X-O (a "good guy" in another Multiverse)
This is Crescendo (a "bad guy/girl" in that Other Multiverse)
This is Baron Zemo (of the Prime/616 Multiverse)
Apparently this Cosmic Cube is not of either Multiverse:
X-O and Iron Man who he later became "friends" with, found the last remaining Fragment of the Cosmic Containment Unit.
Baron Zemo goes ahead of the plan and decides to take the Power for himself,
Augur warns him that if he does so, without the Cube being Complete, it will be a mistake ...
Zemo does it anyway:
Instantaneously Zemo becomes One with the Universe:
Crescendo interrupts while Zemo is still absorbing more Energy from the Cube,
inadvertently Zemo was already threatening both Realities by trying to merge with the Cube too soon.
Crescendo decides to join him in the Merger:

Zemo & Crescendo,
Obliterate the Omniverse: (this is not a typo)

Why do they refer to it as "the multiverse" if they're rewriting the omniverse?
