What determines if a character is above Street Level?

well, it HAS been prove in the past (sortof) that if it's a weakened Galactus, Mags should be able to get a couple wins

Galactus needs to feed, so he obviously is not omnipotent and has a major weakness to exploit. If Magneto can figure out the energy source of Galactus and control it, he can make Galactus his little lap dog.

the only thing even slightly superhuman about cap is his level of skill and the fact that he ages slower than regular humans.

I think its a combo of location, enemies, and and modus operandi.Is Cap street level?I say no, due to the fact that he usually deals with earth shattering threats. Is midnighter a street leveller?currently no, but when he left the authority, he was totally street level. He was stopping threats that were potentially world ending, but he was doing it in the streets ,fighting against punks and goons.
