Just to interject: 'lack of belief' could be interpreted both ways.

It refers to belief, so it is reasonable to assume that belief must be an issue, with regard to the lack.

'Lack' is also an interesting word. It suggests, more strongly in fact, to me, a disbelief, not an absence. Also, it's just a random definition from 'Wordnet'.
