It would get him locked up. Even though he wouldn't be fighting, he also wouldn't agree to register with the SRA. Who, and I know you know this since you posted it, are already registered with the government prior to this Civil War incident. It even said in the article that they can protest all they want, but when they are actually caught interfering, they will be prosecuted as well.
