You do realize that Darth Sidious only says that quote in relation to pre-suit Darth Vader, correct? Once his limbs were strewn across the banks of Mustafar, his potential severely decreased (as did his lightsaber skill), and he no longer had the ability to surpass either Sidious or Yoda.
According to George Lucas though, he still possessed roughly 80% of the Emporer's power, but would definitely never be greater than Sidious himself.

The book you're referring to is Resurrection, where Vader fights something appearing to be Darth Maul. And it is canon. Leland Chee has confirmed this in his blog. However, it is not confirmed as to what we are seeing in the form of Darth Maul. He notes several possibilities, such as: a clone, illusion, or a vision like what Luke faced on Dagobah.
So, because of such, it is irrelevant to bring it up as you cannot compare their power. For all we know, it was a slower version of Maul. For all we know, it was a weaker version of Maul. Of course, that doesn't leave out alternative guesses, but it's inconclusive, and you cannot compare his speed in the comic to the movie. It's really quite irrelevant to even bring it up.
And by the way, Darth Vader had to put his life in complete jeopardy just to kill the Darth Maul we see. He practically committed seppuku with his lightsaber just to down him, so it's not as if he trounced all over that version of Maul – not by a long shot.
As for you, Frost, you really haven't backed up that many of these supposed "facts" by viable evidence.
