Darkseid specifically stated later on that he drained the OE against BOTH Imperiex AND Superman. Further, the WRITER of the story, joe Casey, specifically states that Darkseid was at 100% and was going all out.

Yet he STILL couldn't destroy Superman with the FULL power of the Omega Effect.

He proved nothing other than the OE was BARELY able to overpower Superman's HV after a momentary standstill, and that he's not powerful enough to destroy Superman.

Darkseid stalemated Superman there, he FAILED to defeat him.
