No, the issue that Superman punched Lobo was exactly 2 month before HP. The Lobo feat was done in Feb 1994. HP started in April 1994. Superman finished Hulking up or was cured by June 1994. Meaning, Superman received the amp right before HP started and still had while HP was going on.
