Ok, let me roll up my sleeves. This is seriously the best thing since sliced bread.
1.) Will and Elizabeth's relationship is understandably strained through out most of the events at World's End. Though Will finally figures out that Elizabeth's motivations in the famous J/E kiss were not necessarily out of love, events have already been set in motion to keep them apart. After Will confronts Elizabeth about what she did to Jack, she tells him that he can't trust her not to make decisions without him. Later, they all discover that Will has traded Jack to Beckett in order to gain control of the Pearl. Elizabeth is stung that he chose not to make her privvy to his plans. (It's from the script).
From that point on, it's hard to say what their relationship is like, but I would imagine that similar to DMC, the opportunity never presents itself for the two of them to be together and to hash out the logistics of what their relationship has become. Also, they're developing as individuals rather than as a couple. They've both got their own set of goals they want to accomplish. Will wants to free his father from Jones, and I'm going to guess that Elizabeth wants vengeance against Beckett for the death of her father as well as motivating her men as a captain. The only time they're probably together is during the final battle sequence where Will asks Elizabeth to marry him again. Also, though Will knows that the kiss was not necessarily about Elizabeth's love for Jack, when he confronts her, she never answers his question about whether or not she does. This will be hanging over their heads, and more than likely, will be what motivates Will to propose again.
2.) Jack and Elizabeth's relationship is a bit more of a mystery simply because there isn't as much about it in the scripts. It's strained because he'll be angry with her about what she did to him, and she's still not necessarily sure about why she did what she did. Still, underneath it all, in the first script, Jack is able to forgive Elizabeth for what she did and admire her all the more. In the scripts, it seems as though she's attempting to push him away even though she may still be attracted to him. I don't want to speculate when I don't have anything to back it up at this point.
3.) Is there a girl out there for Will Turner other than Elizabeth?
It would be great if there was, and if that story was in the fourth film. I'd love to see it! I don't think he'll be forced to sail the seas forever, though who's to say that by the end of the film, that won't be what Will wants?
