The second thing, Electro has never(to my knowledge) manipulated solar radiation, Storm has.

I haven't seen Electro control solar radiation, but really, there's not a logical reason why he shouldn't be able to. Plasma reacts very well to magnetic fields, Electro can control magnetism, at least on a moderately small scale. Therefore it is plausible.
But until either of them do their respective feats, it really can't be said for sure that they can do them.
I somewhat hate to bring him up again, but Magneto should be able to do it a hell of a lot better than either of them since the leash that the solar winds abide by is his main power.

Storm goes above and beyond electro
Storm can MAKE PLASMA from NOTHING which shows she goes beyond controlling plasma, she can control the forces that produce plasma on a conscious level as well as control it.
She basically 'makes' her very own solar wind.
It's basically the same way she made the lightning in "empty space".

Yeah seriosuly, like pr1983 said it would SUCK for hundreds of thousands of others. You know why because
a) its out of her power set. Storm aint no brick she never should be. Shes an energy manipulator thats getting knocked out by debris.
b) She would be a bit too powerful. Her offensive abilities are great but I love her vulnerabilites more.
And kind of unrelated but why do you mean when you keep saying godess? Goddess like Thor level or goddess like the monothiestic view of god? Because im pretty sure the writers dont mean the word godess to be taken literally but its a hyperbole like most things in comics are.

She actually controls electricty by literally ploting the flow of electrons and SEEING the driving force behind the manifestation she creates.
She can see and entire storm in terms of electrical potential and as "energy" right down to the air and rain.
