The best of the best. When the chips are down, these are the heroes who will most likely step up to the plate and hit a home run. Usually written at a high level and as being at the top of their respective teams. If they have a low showing, they usually end up making up for it tenfold. Looking at the current list I have, there are only 13 heroes here. Superman, Thor, Spartan 3.0, and the Silver Surfer are among these elite.
Middle Top Tier
On their best day they can give anyone in the High Top Tier a very serious run for their money. More often than not though, they're usually written below the above but at the same time always given the respect of being a potential top dog. Beta Ray Bill is here. Sersi is here. Clearly powerful characters who, using the KMC VS forum system, can hang with near anyone but these are the characters we most often see suffering from a very bad case of CIS. I think Robin is at least climbing the charts, it might be due to the fact she's all crazy until the next issue of Titans, but Robin has fended off Batgirl and even had the upperhand on her twice now since OYL.
I will say I understand unlike many of the posters in the thread here however, that just because someone is in a lower bracket, doesn't mean they CAN'T beat a guy in a higher bracket. Under the right mindset and circumstance[or plot devices!] most of the power differences can be overcome, so much in fact, we've seen Batman fight Superman and live on numerous occasions.
