There way more bad ass in the comics and they are comic characters. TV wise they would not even make like 3rd tier, but comic wise they easily make it if not the second tier.
Keep Taskmaster at the top level. His ability to learn fighting styles is no different than Iron Fist's ability to channel chi. He still had to train to learn to use said fighting styles.
Shit, if we gave photographic reflexes to someone like The Star Wars Kid, I guarantee he wouldn't be able to do shit with it. Just because he can memorize and mimic someone's movements doesn't mean he has the ability to use said movements when he needs to. It's not like the fight is pre-recorded and Tasky just follows it, he still has to know what moves to use, when, how, the amount of force to apply, etc. He just doesn't have to spend years figuring out how to make his body move the way it needs to for the move.
