Not really. He lacks feats/appearances entirely. He's appeared in something like 6 issues. He has an undetermined amount of the Uni-Power as a power source (and is the source of his sentience), but his feats don't justify anything above low herald. To be honest, his feats might not justify even that, but he also had no low-end feats in his brief minseries, and reasonable speculation about the Uni-Power, even at less than full strength (88% by my theory, outlined in the respect thread), makes low herald the most logical tier.
In terms of potential, DH3.0 might be better. But in terms of feats, Death Metal has him stomped.

I also want to vote Element Lad up to high Herald Status.
He's not a big name hero, But he seems to be at the very high end of the LOS team. And his power potential as we know can go to skyfather given time.
I'd also like to vote Beta Ray to high Herald. To me he is a big name, and does have status. As well as having beaten Stardust. with pretty much just brute force. Not even Superman can beat Stardust just using brute force.
The others can be talked about, but BRB has been discussed and voted upon more than once. He stays. The overriding sentiment is that he has the raw power feats of Thor, but nowhere near the versatility with Stormbreaker that Thor has shown with Mjolnir through the years. The same capabilities do not mean that the character wields the weapons with the same level of skill and creativity.

It's both. He only has one. If all you are is a brick most of the time, you better be able to "epic" your way to victories against anyone within range of your tier (i.e. Superman). In a brawl, he's Thor's equal. In, say, the vs. forum, he'd lose to more people than Thor, because he hasn't transmuted elements, gone intangible, invisible, sent energy back 100x the strength, shook entire planets with weather control, etc. etc.
I have a bit of a problem with the high meta/low herald separation.
Why is Karate Kid low herald? Darwin? Gamora? Forerunner?
Jack Hawksmoor has one solid herald showing, and a bunch of meta level stuff. He should realistically be high meta.
The Wendigos should be listed by type, and most should be in high meta, IMO. Though I could be wrong, but...
Why is Drax is low herald? Has his current incarnation been re-tiered?
I'm pretty sure Apollo isn't any higher than Simon.
Is that Isis, as in Black Adam's late wife, that's listed as low herald?
What are Tempest's low herald showings?
There's also Prof. X that I really don't see as low herald if characters like Emma Frost are only high.
