Power? Ironman has beams that are hotter than the sun. Has laughed off HT's nova blast, has gone up against Thor, Sentry.
Versatility? He's shown more abstract tech and abilities than Mjolnir has.
Status? He's Marvel's poster boy. Head of SHIELD, Gov't senator, heads his personal Avengers team, headed Civil War. The Initiative is his project, and is fighting Secret Invasion.
I think he'd do fine against low heralders like Ronan, Super Skrull, and would win against most everybody that I just petitioned to move down.
I also think he would sweep his own tier. And even if there's some arguable, overall he's still ridiculously far above them, if you take power output, versatility, et al. into account.

Jack Hawksmoor has one solid herald showing, and a bunch of meta level stuff. He should realistically be high meta.
The Wendigos should be listed by type, and most should be in high meta, IMO. Though I could be wrong, but...
Why is Drax is low herald? Has his current incarnation been re-tiered?
I'm pretty sure Apollo isn't any higher than Simon.

Hawksmoor has worn a city as armor twice now. He clearly has that potential in a city, and has shown it. The fact that he doesn't show such power more often can largely be attributed to the fact that he'd be killing millions to do it. But for battle purposes, and thus tier purposes, low herald is very justified, especially given his massive durability, speed, healing, senses, etc. boosts in cities as well.
I'll let discussion continue on the others. Seems like I'll be making some changes soon. Though I trust you guys aren't jerks enough to use it as bait to get Tony banned from my team in the tourney, yes?
