My opinion on Henshaw is that barring technopathy he is high herald mostly, but his technopathy is in such high level that it adds a lot to his overall power.

All fair points that can be discussed. Like I said, I was just reiterating what I've heard. I'm not well versed on Henshaw.

IIRC, Henshaw got that rank on the basis of his durability/immortality.

Did we ever place Tangent Superman? Where should he be? High Herald?

overall, i'd say mid-herald for now. once he gets some more feats under his belt, things may change.

How many issues has he appeared in? I thought he was fairly established by now, though I may be wrong.

counting 'superman's reign'... he's been in 10 issues or so. but the most he's done so far [as far as feats go] is turn a fairly weak character's powers off, show some impressive smarts/TP, beat tangent atom, and beat john stewart. recently, mainstream superman came close to punching through harvey's FF, and actually harmed him (to the point where he dropped to the ground) with a shot of HV. in fact, after being injured, harvey utilized orion to sick a group of 'negative men' on superman (outside help.)

to my knowledge those are his best feats (i don't count statements as such) but you can skim through the superMAN respect thread to see everything he's done for yourself. however, if the feats i listed warrant a high-herald ranking, then some major changes to the tier system are in order, imo.

he seemed Dumbed Down a bit for story sake. The guy makes copies of himself and gives himself any powers he wants? He should be a monster.

Galan's got a point. With limited exceptions, we rank them based on feats, not potential.

As it is, I thought he had been around longer. We can hold off for another year or so before considering him for the list.

Deserving it, basically, just like any other tier. Only a few showings of any kind aren't enough to put him there, simply because everyone at High Herald has multiple high end showings in a number of realms (power/versatility/etc.).
