I'm willing to bet that you knew little to nothing about Islam prior to 9/11. That sounds a lot like he was saying that the church would handle the problem itself rather than informing the proper non-church criminal justice organizations of the profound wrong doing of what basically amounts to it's employees.
Once the accused was found to have actually comitted the crime, what was his advice on how to handle that situation? Were they turned over to the police?

The Church investigation was meant to be carried out in tandem with a police investigation, often relying on the police's findings before reaching a decision...ofcourse, it didn't always turn out that way.
Although I don't think your far wrong, I beleive JPII did have some idea of the Church being a law unto itself...
