What part of it's not in continuity didn't you get? I can't remember but it was either lost after the crisis or gotten rid of by DS. I can't remember which. I"ll have to look it up.

Yeah it is. You have to have some idea what you're doing.
If you gained Galactus level matter transmutation powers and full knowledge of how to use them you still would be unable to make Radion.
But I suppose CA might be useful for figuring out what to do (not sure exactly how though)

It doesn't matter if you have CA if you can't replicate it. Galactus could try all day and Night and couldnt' replicate WW's Shields or Lasso. You can't replicate some things. Not unless you have a power source comparible. Odin I have no doubt could replicate the bracelets or something very similiar and he's not as powerful as Galactus.

Radion: Orion and all of the New Gods are vulnerable to a substance called Radion. It source is unknown and its effects are toxic only in sustained amounts or after explosive exposure. The average New God can be slain by an application of Radion from a Radion blaster or bomb. More advanced beings such as Orion, protected by their mother box, armor and sheer toughness, have been known to take two hits and survive. Radion, must be hard to come by, because if it was not, Darkseid would obviously equip more of his troops with it. Perhaps it requires the mysterious Element X to create it.

forum rules stipulates that Galactus has the knowledge...
and no, you do not know need to know the exact chemical composition of anything if you can transmute matter...
as long as you've seen, felt it, or whatever, beings like Galactus can simply produce it...
ie, if sersi or the surfer wanted to transmute a rock to let's say, a bar of soap, do they need to have knowledge of the exact elements to make that certain compound?
it simply happens...depends on their power levels too, i guess..
