Unicron appearing as a cloud would be bunk. If he wasn't a planet-sized transformer, a lot of fans would be PO'd (I would). When they did it with galactus, it turned out well because honestly: Who wants a huge dude with a helmet floating in space and eating planets?
The story could go like this: I the last movie, people become accustomed to sharing the planet with transformers, but there are still some who fear them (even the autobots). There's not an ass-ton of transformers, but you'd want to have them sticking together (as much as I want to see a Japanese-speaking transformer ;P).
Anyway, NASA is doing further research on our solar system, and notice a planet about the size of mars (except with a ring around it), and it appears that it's on a collision course with Pluto. Just as the planets are about to collide, the larger one appears to break down and consume pluto... bye- bye, pluto. Since the first movie has obviously set an "in-your-face-politics" attitude for the trilogy (GW: "wrassle up some ding-dings"😉, it could be their way of showing disapproval of those who rejected pluto as a planet.
Anyway, shortly after consuming pluto, the "planet" starts glowing, appearing energized after it's meal. Unicron could then make his way to Earth throughout the whole movie while they figure out what to do. Only in the end does he transform (oooh... goosebumps!)...

George Lucas stole many scenes from previous movies in the 30's and 40's when he made Star Wars. Scorsese stole from a silent film called the Grat Trainrobbery, it's a well known fact, I'm sure ripping off is allowed.
