I dont' think so. Has he ever shown that he can just stand there and punch a planet as powerful and big as earth and destroy it. I"m not talking some small planet or moon with him flying at full speed with no life on it. We already know that different planets are stronger and more durable than others.

The rings can react that fast, but since it would be out of the blue and at faster than light speed, I doubt that the GL's in question would be able to mount any kind of defense. And I'm pretty sure that Juntai has an example of him demonstrating that kind of power.
The heat vision doesn't move faster than light. How can it when it's light itself. The rings would auto protect the planet. Superman isn't destroying the DC earth.
