So show me that combat feat from Surfer that makes you think this. You cant compare Surfer energy to Frieza energy. Thanos feeds off of cosmic energy and Surfer is a walking battery of cosmic energy so him tanking Surfer attacks is reasonable.
Now show me Surfer fighting in a fashion similar to frieza. Surfer has been tagged by Hulk, knocked in a lake by Rhino, taken over by a symbiote, along with a thousand of other things.
He is fast but he isnt frieza fast.

If Galactus was to punch hulk and was trying to out right kill him, I'm pretty sure he would explode as well.
That still doesnt make frieza weak, that just tells you how the power difference in DBZ can make a change in a fight.
