That's different. Omega Vision is saying that non-SSJ adult Goku who as a kid could defeat low-herald characters is only mid meta. Based on the things they both had done before, it was clear that they were in the same league. Wolverine only 'defeated' Rulk because of PIS. In an actual forum fight, Rulk would whoop his ass.
