I don't really think any Dragon ball character before the Saiyan Saga has a case in being nominated for herald level. Barring cherry picking judgements such as Roshi blowing up the moon as an herald level feat, they are really bellow the low herald standard.
I correct myself: Shinron may be considered a low herald.

MewTwo to Low Herald
Reasoning:
- Mario has shown good amounts of Super Strength, most revolve around manhandling Bowser. Tossing him in 64, and sending him reeling around small planets in Galaxy. Dunno what he's done in Galaxy 2. He also has some really good feats of jumping. And, if you guys will count Brawl, he's a laser timer.
- Bowser's is based solely on durability. At the end of Galaxy he survived a supernova. A small one, but still, that's a really good durability feat. This was also followed by a black hole, which is contested for some reason I cannot remember.
- Sly isn't much for combat, but he has some good agility and some gadgets/powers. Invisibility and some time slow to name two. And he has this Thief Reflexes which lets him see in a slower motion.
- Kessler has a variety of electricity based powers. In addition to shooting bolts, he's got some electrically based TK. He also has some level of mind technique, excellent speed, and can summon a few grenade shooting robots somehow. Oh, he has at least one time travel ability too. Uh, there's some shockwaves in there too.
Spoiler:
If you guys consider him with all of Cole's powers, he can actually call down constant lightning bolts, drain electricity to heal, even electricity from people. And he has the grenades the rockets and the other stuff.
- MewTwo just has a lot of psychic based powers. He suppressed the powers of numerous other Pokemon while maintaining a world destroying storm and fighting Mew. He's TK'd numerous Pokemon passively, mindwiped a group of people and Pokemon, including an Alakazam which is stated to remember everything from birth. There are also some force fields, and what I assume is matter creation or just teleportation. His flight speed is pretty fast, too.

How about Walter C. Dornez, from Hellsing. I'd put him at High Meta, due to his level of strength, Durability,and speed; and his Razor Wires have taken downs dozens of weaker foes in a single hand motion. After his upgrades, he was taking down several buildings with absolutely no trouble.
