Come one its clear that Wolverine was attempting to scare Namor... I mean its obvious to you and I that it was a bad move. But that doesn't change the fact that in Wolverine's mind he couldn't back down.

And did you note that as was said earlier, Wolverine's cheap shot hit an area that was non vital like last time? So even after the situation escalated to violence Wolverine was not trying to really kill Namor. A cheap shot to the face or throat would have been much more effective.
