Gokou wasn't equal with Kid Buu. Kid Buu wasn't even trying when he was easily beating Fat Buu, Vegeta, and SSJ3 Gokou. He was taunting Gokou through their fight and he didn't even come close to doing a blast equal to what he did to destroy Earth. Plus Shonen Jump confirmed in a interview with Akira that Kid Buu was the strongest.

Nah it's Vegetto, Super Buu w/ people absorbed, Mystic Gohan, Gotenks, Super Buu, Gokou, Fat Buu, Vegeta...and where Kid Buu fits in there is debateable since he never does anything to truly gauge his power. But Gohan was always stated to be stronger than Gokou and Gotenks was stated to be stronger than Gokou also.
