Will Superman use his speed because fighting in character he fight "hulk like". So your argument doesnt go one way. So I ask... is Superman using his speed in this fight since he rarely use it when fighting "in character"?

in virtually every fight, superman uses his speed to some degree actually...maybe not through the entire fight, but at some point he always uses his speed. unlike surfer...when was the last time he went intangible or shrunk?

No he doesn't but we say he does on the forum because we know that he has it.

superman's speed is entirely conditional on his enemy.

Surfer shows his versatility just as much.
Surfer doesn't need to shrink every issue because the power cosmic allows him to do basically "anything".
Its within his power to do everything that you name just like its within Supes power to use speed (even thoug he rarely use it in a fight, especially in the fashion that people use on the forum).

The whole argument of specific showings of "versatility" needing to be used sufficiently enough to be considered "proof" is a contradictory argumentation unto itself. The very NATURE of versatility is to be able to perform numerous diverse feats that will be, by its, nature, unique in its own application and in the situations where they present a need.
That is the nature of the Surfer's powers. Numerous times, he was faced with many situations wherein his BASIC powers (flight, energy blast, durability) wasn't enough to make him win. Numerous times, he's used the versatility of the PC to come up with a unique solution to the opponent.
I do understand that we can't pull feats out of our hats to create a win condition for the Surfer, but to require that he needs MULTIPLE showings of an ability that the PC has already proven ON PANEL that he can do is to strongly handicap him given the nature of his abilities.
The CORRECT question to ask is: how often does the Surfer USE his versatility to win fights? How often has he weakness exploited? How often does he use advantages offered by him by the PC to win fights one-sidedly? The answer? pretty damn often.
Also, the one-dimensional aspect of Superman's main advantage against the Surfer (combined combat effectiveness of strength, skill and speed) REQUIRES that Superman be in melee range to win.
Now reaction time and combat speed, no doubt that Supes is the superior. However, the Surfer has the showings needed to prove that he can indeed keep up.
Travel speed is completely different. In MEASURABLE and quantifiable on panel showings, the Surfer is the superior of the two. As soon as the Surfer shakes off the initial blitz (and he's certainly durable enough to do so), what's to stop the Surfer from the run-and-gun tactic? Just keeping Clark far enough so that he can't engage in melee so that it'll be Heat Vision vs Cosmic blasts (a fight that HV isn't gonna win)?
