Seriously, Surfer has way too many advantages over Supes. If Surfer fought Supes with straight up cosmic blasts, and didn't use any of his other powers, Superman would have a good chance of beating him. If both are going all out, Supes would get overwhelmed. There are too many ways, cheap tactics or not, for Surfer to win.

even that's not enough power to take down Silver surfer

Silver Surfer was able to effect 1000's of beings at a molecular level ( like cells) at the same time.

He said he can’t harm them (so he needs to concentrate)

Another time his powers heal a star that was dying , he absorbed energy that could destroy the universe.

Superman has more than just Kryptonite to worry about...
