Light speed is 9mm a nanosecond, right? Surfer once unlocked and broke Galactus' shackles and he moved his arms and thought fast enough to do so in less than a nanosecond. He also moved wayyyyy more than 9mm. Like a few feet.

It was Flash, GL, and Carter standing against Superman and John had Superman in a construct which Superman shattered with his fists, and Superman said that Wally saw it coming, but he wasn't fast enough to do anything about it, so John and Carter were KTFO. Wally hightailed his ass outta there.

That really doesn't prove how fast his reflexes are. It was EXTREMELY ambiguous to say the least.

It doesn't matter is Surfer's reflexes are as fast as Superman's, He doesn't have the raw power to pwn Superman. He needs Some serious plot device powers to win. Nothing else works. He for sure ain't as strong as Despero or Doomsday or SBP. And he's not more durable than Supers. Plot device powers for the win. Surfer 6-7/10.
