I'm pretty sure the instances where Superman's been exposed to black holes, they were ordeals that drained him significantly. Surfer has fought in them without any detrimental effect at all. Indeed, Surfer fought Red Shift, anotehr of Galactus' heralds inside a black hole without his board and defeated him. Here's the most appropriate panel to show you how he fares inside a black hole, ain't no problem for the Surfer. I'd also show you how he expended immense energies just prior to this fight, but that would just be bragging:
