I do not agree with the second statement at all. IQ tests DO show intelligence and always have, just not perfectly. This intelligence is expressed in a quotient. In other words, it is a comparative score with your age group.
Maybe, and I think it's most likely that most whites in America think that Blacks are less intelligent, biologically, cause of skin tone. (ironic cause how intelligent is that way of thinking) Beside notice that there isn't an uproar about such a racist idea from the White community. They're either turning the other cheek while the rest openly agree.
Sure the gene"nut"ist was barred from speaking by a White guy but it was probably to save his own face and to save anything else he was hiding in private about his feelings towards black people if he is indeed a White racist.

What about the fact that the anatomy of Africans makes them naturally more suited for running or athleticism?

I don't think anyone denies that the power structure and cannon of literature are proof of the fact that high class whites have always considered those outside their culture innately inferior; however, you can not throw all white people in the same box because of that. In mentioning canon, I refer to the fact that everything we see is not representative of everyone during whatever particular period.

Controlled social factors are not the same as pre-determined, innate genetics.
That so called study you showed has issues because it is bias from the beginning because not everyone learns the same thing, or from the same material, so it is impossible to determine anything about intelligence. Including Sub-Saharan blacks would automatically lower the intelligence score because it is inherently about what they think an intelligent person should know. And as I already said:
