I believe that is why blink was banned. But that would mean anyone with spatial powers would have to be banned. They can all do it. This tourney isn't about what the person has done, only that they be ABLE to do it. I don't know much about the character tho. can he create the spots at will or do they just shift around his body? can he actually close them?
Using his space warps, the Spot can instantly move himself or any part of his body from one area to another over a theoretically unlimited distance via another dimension nicknamed "Spotworld."
Don't all of Spot's portal work via the medium of the spotworld? He is in the spot world however briefly if he uses his own portals. Hence, SELF-BFR.

NC doesn't have the option of staying in the brimstone dimension. Spot can stay in spotworld indefinitely.
Darkhawk has NO OTHER teleportation rather than self-BFR, while other teleporters have other options, so Spot and Nightcrawler are pretty save.
Blink was banned due to OHKO epiusode with Hyperion, as well as the part when she uses her powers to destroy carrier ship- not even close to the thing teleporters like Nightcrawler and Spot can do.
Blink has by far more impressive record of doing stuff with her teleportation, that those two combined.
As for Spot, there was a ruling on previous tournament where Spot was a part of final amalgam and BFR as is was also banned- if just one of the parts of your body is "out of combat" during certain period of time, it doesn't count as BFR.

Type 1 involves opening a Spot to Spotworld.
Type 2 involves opening an Entry spot and an Exit Spot, and doing from one to the other. As long as I stick to type two Spot's, I never actualy go to Spotworld.

He can throw them off his body, open them from no where, and yes he can close them.
He has never closed it around a person however, but I am assuming it would just sever the area it did 😬
