There is no instance on that panel where that statement is stated outright, thats 100% for sure and there is no occassion where that point i seven explicitly suggested.
The Beyonder empowering Rachel so that shes more powerful than she ever imagined, does not equate to that statement. Especially when Rachel was just a run of the mill mutant just the day before the incident. 😬

In later instances hes depowered even further, stated not to be at the level of a Celestial who even Franklin Richards matches up to. 😬

outside of their works their words are worthless
how much you want to bet the handbook writers you are talking about will say that all is a mistake with Rachel but that same thing will be in the handbooks for years to come ?
if they wanted what they think or say to matter they'd put in the comic or handbook

The difference is, the handbook writers say this, plus on top of that on panel instances dispute whats in the handbooks.
But yes i do agree with you when you say outside of their work that a writers word can't be treated as canon. I just wish you'd post that in the Thanos Vs Beyonder thread 🙂
Just to reiterate, Post Retcon Beyonder has been likened to Odin and when his power was unleashed he created a pocket universe within the Negative Zone as shown on panel.
On panel, the handbook statement that Beyonder gave Rachel the full power of the Phoenix has never been illustrated.
And given the comparative power level between the full Phoenix Force and a cube being is quite ridiculous. 😬
