At first he made it seemed like it was just run-of-the-mill Luke from ep. 4-6, then he realized what a weakling he'd be against Neo, so then another Luke was placed to fight Neo.

See the bold part? If both Neo and Luke are unhindered in this fight, meaning they can fight/perform at their full potential, then Neo's abilities would be to basically do whatever he wills. Which would include negating any of Luke's abilities. Get it now?
