I don't think Thor could control him at all, though, regardless of whether his powers are written to be more supernatural or not.

A better explanation would be that Red Tornado's status as a Wind Elemental would make him the ultimate authority on wind, even above Thor. Specialist vs Generalist kind of thing.

Tempest -one of the Exemplars- could manipulate wind. She was like the Juggernaut if he was powered by Watoomb and became an elemental. The wind -an the weather in extent- was her speciality. Thor was still able to wrest control over her own wind/lightning, turning it against her.

Uhuh. The two were shown to be exceptionally powerful on some exceptions. This doesn't mean that it places DC Elementals as a whole to an elevated level. What Starscream said as well (Can't believe I said that)

What do you classify as Elementals? I'm assuming beings such as Surtur and Ymir would count. Yet you also mentioned Captain Atom and he doesn't necessarily represent a traditional element. Do energy beings count? What about beings described as forces of nature? Or is Captain Atom an exception? I think he was referred to as a Quantum Elemental once but I'm not sure what that means. How does Galactus then fit into this classification? He represents one of the most powerful forces of the Universe. The Power Cosmic.

In his solo series Captain Atom used his elemental powers to defeat Nekron and create his own Universe. So yeah, he's above the likes of Ymir and Surtur.

DC Elementals have immense potential. Just look at God-Thing.
