You've just defeated the premise of your own argument.
We can gauge the speed of thought for characters with reasonable accuracy. Speedsters, as you've alluded to are most often depicted as being able to act faster than the speed of thought. There are also reality manipulators and Mages who can achieve the same feat.
Thor doesn't fit any of the aforementioned categories and nothing in his near 50 year history demonstrates he can act faster than the speed of thought.

This speed of thought is directed to the reader unless specified by the writer as "flash's speed of thought".
So, mostly "speed of thought" is used to give the reader the idea that x character is as fast as our thoughts. Some instances will be hyperbole though.

I just read a post where you asked carver to answer questions that didn't have a logical link especially for comic book characters as simply knowing Speed of Thought does not mean a comic book character reacts at the real life speed of thought value.
I didn't read anything that came before that.

You can talk PIS all you want, but I'd shout more PIS on Thor's side, tanking Supes HV for no apparent reason (his whole history shows he would use Mjolnir to deflect or absorb it), and PIS at the fact that no mention at all was made of Superman being vulnerable to magical based attacks, and clearly no vulnerability shown to that effect.
As for your CIS argument here, you're making out Thor never shoots Lightning or throws Mjolnir at people anymore. Your on the verge of outright lying here:

So saying Thor isn't going to throw Mjolnir or shoot wide spread of Lightning Blasts or use any of his other common powers, is no different to saying Superman isn't going to go all out with a speed blitz. He has a history of being hit by people slower than Thor and with no where near the exotic powers. So he's going to get hit by Thor too, and he'll get hit A Lot.

A better example is when he was chained up, and summoned storms from the nine realms, without his hammer, whilst beaten up and chained. Even more recent too. And done in battle.

And there's an older example, but a relevant one. When he was fighting Hercules without Mjolnir, and was getting beaten he summoned a Lightning bolt strike to hit Herc.
So this whole myth that Thor doesn't use powers in fights anymore is pretty much an outright lie.
And he's definitely not just going to keep brawling if he's getting overwhelmed LOL
