I thought the narration was done by some sort of zombie bard who was singing a ballad of Blade. Don't bards tend to lean towards exaggeration and have a flare for the epic.
Off the top of my head Captain America and Batman both do. Cap explained he "sees things slower," and I forget what Batman said exactly but I think it was when Hama was writing.
Anyway it happens to normal real life humans. I'm sure you've experienced it.

... is the bread and butter of street level heroes. You'd be hard pressed to find a single one who hasn't had someone say that.

More skill than speed. The cuts where so straight that the vampire held together for a while. It be more impressive he had thrown in some verticle cuts instead it is basicly one cut (one motion is more accurate then cut maybe) that be moved up the body from the feet to the head.

Daredevil has been in the sniper scope of a hit man one panel then right behind him the next.
